Responsibilities:

Position Overview
The World Resources Institute-India (WRI India) seeks a full-time Associate or Senior Associate to develop and expand its portfolio of greenhouse gas (GHG) emissions accounting and reporting related projects in the country. One of the first projects as part of this position will entail designing and implementing a GHG program in India, which will serve as a center of excellence on GHG accounting in the country. . Over the course of time, the position will require conceptualizing and executing innovative ideas to promote corporate GHG accounting in the country, utilizing the full suite of available GHG Protocol standards and tools.

The successful candidate will be a self-starter, pro-active, able to work fairly independently with minimal guidance, set challenging goals and deliver on time. The position requires an understanding of corporate responses to climate change issues in India, knowledge of India’s climate policy, corporate environmental disclosure trends, relevant energy policies as they relate to GHG mitigation, and a strong business network. It also requires implementing projects in partnership with a broad range of stakeholders and prior experience in convening and facilitating a multi-stakeholder process is necessary.

The position involves coordinating closely with other team members within WRI India as well as the GHG Protocol Initiative, based in Washington DC, and working across multiple time zones. The successful candidate will report to the Director, WRI India. The position is based in Mumbai/Delhi, India. Travel may be required.

Responsibilities
• Lead WRI India’s work on corporate GHG emissions accounting and reporting in India, particularly establishing a GHG program in partnership with relevant stakeholders. This includes convening a multi-stakeholder process, designing the program, liaison with partners and stakeholders, securing business participation in the program, organizing and conducting training workshops, building business capacity to develop GHG emissions inventories in a comprehensive, consistent, accurate, and transparent manner, etc.
• Develop and implement new, innovative projects at the national/sub-national/sectoral level to promote corporate GHG emissions accounting and reporting and strengthen business capacity.
• Establish strong working relationships and networks with stakeholders such as businesses, industry associations, sector associations, government agencies at various levels, and other civil society organizations to ensure effective implementation of projects
• Identify fundraising opportunities, draft proposals, and liaison with potential funders to help raise funds for ongoing as well as new projects.
• Conduct research and analysis on GHG accounting and reporting issues in India, and develop training materials and case studies, as needed
• Develop project plans and budgets, project-related communication material, and ensure achievement of deliverables and external outcomes.
• Support the GHG Protocol team and WRI India team in implementing related projects in India

Qualifications
• A master’s degree in energy, environmental sciences, engineering, or business.
• 5-8 years of relevant experience working on GHG accounting and reporting, climate change related issues, energy or climate related issues with industry, and/or environmental and sustainability issues with businesses/business associations.
• Strong familiarity with the GHG Protocol Corporate Standard and with emissions accounting and reporting and calculation tools in general.
• Strong network with businesses and prior experience working on environmental issues with the businesses as well as with policy makers
• Strong convening skills and ability to successfully mobilize a variety of stakeholders around specific opportunities/projects. Prior experience in convening or facilitating multi-stakeholder processes, including businesses as one of the stakeholders
• Knowledge of India’s climate change and energy policies and business environmental sustainability issues will be preferable
• Experience in project management and working on multi-partner projects
• Demonstrated ability in fundraising will be preferable
• Excellent analytical, writing, communication, presentation, and organizational skills
• Ability to work independently with minimal supervision.
• Strong interpersonal skills, ability to work in a multi-cultural environment with team members in different time zones, manage multiple priorities, and deliver under tight deadlines

3) Governance: To empower people and strengthen institutions to foster environmentally sound and socially equitable decision-making. The trust will work to with various partners to identify solutions and best practices to scale up energy efficiency and renewable energy with the aim of making affordable energy accessible to all sections of society.

4) Markets and Enterprise: To harness markets and enterprise to expand economic opportunity and protect the environment. This project aims to support India’s goal of low carbon economic growth by stimulating the development of world-class environmental enterprises and supporting entrepreneurial solutions to meet the energy needs of India’s poor in a sustainable manner.

5) People and Ecosystems: To reverse rapid degradation of ecosystems and assure their capacity to provide humans with needed goods and services. WRI India will explore solutions that aim to halt and reverse ecosystem degradation while sustaining their capacity to provide both the rural and urban populations with the goods and services required.

Overview:

EMBARQ, the WRI Center for Sustainable Transport, catalyzes environmentally and financially sustainable transport solutions to improve quality of life in cities. EMBARQ, through its network of Centers for Sustainable Transport, located in Mexico, Brazil, India, Turkey and the Andean Region, works together with local transport authorities to reduce pollution, improve public health, and create safe, accessible and attractive urban public spaces. The EMBARQ network employs more than 120 experts in fields ranging from architecture to air quality management; geography to journalism; and sociology to civil and transport engineering.

 

EMBARQ is strengthening its work in the Urban Development and Accessibility, as one of its four key practice areas. Previous work in this area has been concentrated in Mexico, and includes development of guidelines for sustainable transport oriented development, analysis of the greenhouse gas mitigation potential of urban development, and improved design for housing developments (working with INFONAVIT, the housing mortgage agency of the Mexican Government).  More recently the EMBARQ network has extended its work to Brazil, India and Turkey, and included accessibility and urban renewal components in its transport projects in Peru.

 

EMBARQ is looking for an Urban Development and Accessibility Director (UDA Director) that will support and report to the Director for Research and Practice. The objective of this assignment is to create the Urban Development and Accessibility Practice Area and lead its progress towards delivering outcomes including mainstreaming UDA practices in three to six countries worldwide. The UDA Director will be expected to develop a 5-year program plan for the practice area outlining EMBARQ´s strategy for delivering outcomes and potential funding, and lead the network team in implementing the strategy.

 

Position location to be defined among Rio de Janeiro (or other city in Brazil), Mexico City, Istanbul, Mumbai (or other city in India), Beijing, or Washington D.C., according to the needs and opportunities of the EMBARQ network.  Candidates should indicate preferred location(s) in their application.

 

Responsibilities:

Operational

  • Direct the practice area across the network, coordinating the preparation of the area strategy and project delivery;
  • Lead the preparation of budgets, track and report on revenue and expenses for projects for the UDA practice area;
  • Coordinate with EMBARQ’s centers, external partners and stakeholders in the preparation and implementation of projects and other project related matters dealing directly with disbursements, budget expenditures, selection of staff, and research;
  • Serve as a liaison with other WRI departments and EMBARQ’s centers;

Subject Matter Expertise

  • Lead project planning, development, implementation, monitoring and evaluation on the topics of Urban Development and Accessibility, including direct project support to EMBARQ Network centers;

  • Undertake research activities using technical and professional journals and publications, the internet, library databases, etc., to extract and summarize information;

Development

  • Develop a short and long-term fundraising strategy for the practice area;
  • Lead proposal writing for strategic partnerships/potential donors to fund specific projects, in collaboration with other staff;

  • Following-up and following-through on proposals and projects.
Qualifications:
  • A master’s degree in urban design, urbanism, sustainable urban development, architecture or urban and regional planning.  Doctorate degree in the field is preferred.
  • At least 15 years of relevant experience in sustainable urban development, urban design, urbanism or urban and regional planning, addressing issues of accessibility, active transport (walking, biking), transit oriented development, housing, and/or land use regulations.
  • Understanding urban issues in development countries is required, and at least 5 years direct experience in projects in cities in developing countries is highly desirable.
  • Experience developing and implementing a program’s strategic plan.
  • Proven fundraising or development success.
  • Excellent management skills, including project management, staff supervision, financing and budgeting.
  • Excellent quantitative and urban design/planning skills.
  • Excellent organizational, administrative and time-management skills, with a proven ability to work promptly, independently and efficiently under pressure, and to meet tight deadlines with a minimum of supervision and with emphasis on accuracy and attention to detail.
  • Excellent command of written and spoken English.  Advanced knowledge of Spanish, Portuguese, Turkish, Mandarin, Cantonese or a major Indian language is highly desirable.

PURPOSE OF THIS POSITION:

The overall purpose of this new position is to lead the research endeavor of SCI, which includes three main activities:

1. Developing a strategic research program for SCI;

* Cultivating relationships with an interdisciplinary set of potential researchers across the University of Oregon, with colleagues at other Oregon institutions, and with partners at institutions across the country as appropriate;

EMBARQ Global is recruiting a development director to lead fundraising for the EMBARQ Global Network. His or her efforts will impact an organizational goal to raise at least $20 million a year by 2016 for EMBARQ’s diverse programs. The Development Director, EMBARQ Global, will focus on cultivating new donors as well as managing current EMBARQ relationships. The goal is to maximize and leverage the sustainable transport philanthropy potential of EMBARQ’s portfolio in order to advance the organization’s most critical projects. EMBARQ’s portfolio of work is determined by the EMBARQ global executive director in consultation with the programmatic/Center managing directors. The Director will secure gifts in support of high profile, broad-based strategic initiatives of EMBARQ.

 

The Development Director will be responsible for leading the institution’s strategic plan for growing sustainable transport fundraising; institutionalizing the responsibility for EMBARQ fundraising within the Networks’ Centers and Programs; and managing global fundraising operations. The successful candidate will share a vision and commitment to EMBARQ and WRI’s mission and culture, characterized by intellectual enquiry, rigorous analytics and transparency toward the public and its donors.

 

We are seeking an accomplished, sophisticated, and externally-focused fundraiser with minimum ten years of technical and international fundraising experience. The Development Director will be an individual who can build successful working relationships with the senior officers in the transportation, foundation, corporate, and government world, and partner with accomplished program officers at EMBARQ and WRI. The Development Director will report to EMBARQ’s Executive Director and COO. This position offers the opportunity to connect with sustainable mobility and urbanization advocates, experts, and key foundation, corporate, and government players from around the world.

 

Responsibilities:

 

  • Lead identification, strategy and solicitation activities for the top 20-25 relationships for EMBARQ Global that bring significant resources (six and seven figure commitments) to the program’s priorities.
  • Proactively manage a portfolio of 20-50 high value EMBARQ prospects by developing and executing strategic prospect strategies across the unit leading to solicitation of significant gifts of $1 million and above.
  • Establish and maintain strong and effective relationships with EMBARQ program staff and WRI colleagues to conceive collaborative, comprehensive prospect strategies.
  • Provide expertise and strategic counsel regarding potential development opportunities on evolving programs, as needed.

PROJECT BACKGROUND
The City of Chicago and the Chicago Transit Authority, working together, have begun the process of introducing Bus Rapid Transit (BRT) into the city’s transportation network with three demonstration projects. They are the Jeffrey Corridor BRT on the south side, the Western-Ashland Corridor BRT on the west side and the Central Loop BRT between Union Station and Navy Pier.
The success of bus rapid transit in Chicago depends on the public’s understanding of its purpose and its value from conception through operations. This requires a branding strategy that conveys the distinctive message of BRT in words, graphics, and infrastructure design and a communications strategy that distributes that message to potential users, stakeholders, and influencers of the new system.
There are many good examples around the world of how this engagement process can be successfully organized and implemented. Many of these lessons are summarized in “From Here to There: A Creative Guide to Making Public Transport the Way to Go” published by EMBARQ (www.embarq.org). The Chicago Community Trust is seeking the services of a consultant team(s) that can assist the City of Chicago in building on this strong foundation.
SCOPE OF SERVICES
Branding and communications are integral to each other and together they are integral to the success of BRT’s system wide development. The scope of services addresses each of these activities separately and interested parties may respond to one or both parts of the RFP. In either case, proposals must demonstrate in their response an ability to develop and work within a structure that weaves these two tasks together.

 

The goal of Part I is to generalize a brand for Chicago’s BRT system, document the brand elements, and apply it to the three demonstration projects. The result will be an image and identity that uniquely describes Chicago’s emerging bus rapid transit system and a prototype of appropriate design elements can be reflected in future projects. A branding consultant is currently developing an approach to the first project, the Jeffrey Corridor BRT, scheduled for completion at the end of 2012. This demonstration project will not share all the elements of a fully developed BRT system but will set the stage for future projects.

The goal of Part II is to educate the public about the benefits of the new system, identify and address conflicts created by the system, and attract ridership for the system once it starts operation. It is essential that the public understand bus rapid transit generally, and the new BRT projects specifically, with messages that are clear, consistent, and credible. It is also essential that the outcome is the result of an open and honest dialogue between the public and the City.
The Chicago Community Trust, on behalf of the BRT Steering Committee, is seeking the services of one or more consultant teams to assist the City of Chicago in meeting these goals. The work of the selected consultant(s) will be managed by a BRT Implementation Project Manager and a coordinated by a BRT Steering Committee comprised of civic and agency representatives.

 

PART I: BRT BRAND DEVELOPMENT
The goal of Part I of this RFP is to generalize a brand identity for Chicago’s BRT system, establish the templates and protocols for its application, and establish an application approach to the three demonstration projects.
A. Define the BRT Brand for Chicago
1) Develop and present a framework for branding through an assessment of the existing bus system, the City’s goals for bus rapid transit and the brand concepts for the Jeffrey Corridor.

2) Conduct two sets of branding workshops, one with the community and one with CTA/CDOT, to develop recommendations for a brand promise and brand identity of expanded BRT system.
Timeframe: April 2012
3) Prepare a summary of the recommended brand elements and the key policy implications for the design and development of transportation infrastructure, the built environment, and transit operations to address the brand promise at different stages in the evolution of the system.

B. Apply the BRT Brand Architecture
1) Prepare prototype graphic and infrastructure design standards based on the brand approach.

2) Test and coordinate with CDOT/CTA the prototype concepts through the design phase of the East-West project and the alternatives phase of the Western project.

3) Summarize in a branding manual the results of the prototype analysis.

PART II: COMMUNICATIONS STRATEGY
The goal of Part II of this RFP is to reach a citywide audience with an easily accessible message that defines bus rapid transit, distinguishes it from other modes of transit, addresses common concerns, exemplifies its benefits, and places it within the larger transit system goals of the City and the CTA.

 

A. Project Organization
1) Working with the Branding Consultant, create an iterative process of message development and message communications for city’s BRT system and projects.

EMBARQ, the WRI Center for Sustainable Transport, catalyzes environmentally and financially sustainable transport solutions to improve quality of life in cities. Through its network of Centers for Sustainable Transport located in Mexico, Brazil, India, Turkey, and the Andean Region, EMBARQ collaborates with local transport authorities to reduce pollution, improve public health, and create safe, accessible, and attractive urban public spaces. The EMBARQ network employs more than 130 experts in fields ranging from architecture to air quality management; geography to journalism; and sociology to civil and transport engineering.

 

WRI’s Climate and Energy Program (CEP) seeks to protect the global climate system from further harm due to emissions of greenhouse gases and help humanity and the natural world adapt to unavoidable climate change. To achieve this aim the program’s 50+ experts, in collaboration with a wide range of partners, are focused on developing and promoting policy and business solutions that will lead to a near-zero-carbon, climate-resilient economy by 2050.

 

Through EMBARQ and CEP, WRI is building its work in transport and climate change as a new cross-Institute work program. Previous work in this area includes studies in exposure to air pollutants in urban transport projects, proposals for the design of Nationally Appropriate Mitigation Actions (NAMAs) for urban transport and freight, as well as input to international projects for sustainable low-carbon transport (European Union, UN Environment Programme, and Inter-American Development Bank). WRI has a long history of engagement with international climate processes including the UNFCCC climate and energy funding related to international financial institutions, and has recently launched a Major Emerging Economies Initiative to support these countries in their shift to a low-carbon economy. EMBARQ is a member of the Partnership on Sustainable, Low Carbon Transport (SLoCaT).

 

Position Summary

 

WRI seeks a Senior Associate, Transport and Climate Change who will create a cross-programmatic body of work on transport and climate, leveraging the strengths of both EMBARQ and CEP, and lead its progress toward delivering outcomes. An important objective of this position will be to provide thought leadership to WRI and external partners on issues of international climate–transport policy and finance, and cultivate WRI as a leader in the field. The Senior Associate will be expected to develop a strategy to deliver both national and international outcomes and potential funding, lead the Institute’s team in implementing the strategy, and work jointly with all relevant WRI programs on this effort.

 

Responsibilities:

 

Operational

 

*Lead the planning, development, implementation, monitoring, and evaluation of the Institute’s transport and climate change initiative.
* Direct the body of work across the Institute, coordinating preparation of the strategy and delivery plan and guiding its progress.

Subject Matter Expertise

The Trust is seeking a qualified consultant for a one-year contract to serve as the BRT Project Manager. The full-time consultancy position will be housed at a city agency and the selected candidate will report to a BRT Steering Committee made up of city agencies and civic organizations.

BRT PROJECT MANAGER RESPONSIBILITIES

 

The qualified candidate for this assignment would have the demonstrated ability to work collaboratively with the Trust, the City personnel and the BRT Implementation Steering Committee to achieve the following objectives:

 

1. Assist CDOT and CTA with the day-to-day responsibility of coordinating the implementation of the three BRT demonstration projects;

2. Serve as a liaison between departments within city government on issues related to BRT and related policy, representing the city, as requested, in presentations and meetings; February 7, 2012 Page 2

3. Provide regular briefings to stakeholders of the BRT projects to build knowledge and support for BRT.

4. Guide the development of a brand and messaging plan for bus rapid transit in Chicago within a timeframe that allows for its integration into the three demonstration projects, coordinating the resources of appropriate consultants and city resources;

5. Guide the public engagement process integrating the city and non-profit partners’ work to ensure that there is an effective outreach strategy. The work includes developing presentation materials and engaging in collaborative planning and shared leadership with a BRT public and private steering committee through regular meetings and consultation

6. Work with non-profit partners and pro-bono consultants to develop an operations strategy for the evolving system of bus rapid transit in Chicago.

7. Assist with long-range projects involving BRT as a key component of the City’s overall transit and transportation plan including development of reports, proposals, and communications with potential funders; 8. Assist the Chicago Community Trust with administration of grants and contracts made under this effort to make sure that grantees’ scope of work, outcomes and budget is clearly articulated; that their activities are reviewed periodically for compliance; that payments are processed appropriately; and that the results are documented;

9. Prepare progress and final reports as required by the Rockefeller Foundation

 

QUALIFICATIONS

 

1. Experience successfully managing complex projects involving multiple objectives and responsible parties in a public sector environment.

2. Ability to work independently and deliver quality work product timely and effectively.

3. Ability to work collaboratively with public agencies, non-profits, business and community leaders.

4. Strong writing and oral presentation skills

5. Knowledge of local government planning and development issues including transportation planning and operations.

6. Knowledge of Bus Rapid Transit is a plus.

Responsibilities:

 

Fundraising

 

  • Support the Director of Development to meet fundraising goals and maintain fundraising activities

Responsibilities:

 

In conjunction with the Operations Manager, the Program Coordinator II is responsible for facilitating the management and timely operations of all EMBARQ projects. His/her main areas of responsibility are:

 

Financial Planning

 

  • Analyzes range of moderately complex variables to evaluate project financial performance
