Like Lee, the editorial doesn&#039;t buy the excuse that California&#039;s waiver request was done to avoid a &quot;confusing patchwork of state rules.&quot;  Rather, it seems designed to do nothing more than delay regulation of GHGs.

In fact, Andy Revkin&#039;s DotEarth Blog notes that until recently, the Bush Administration had actually touted California&#039;s role as &quot;laboratories where new and creative ideas and methods can be applied and shared with others and inform federal policy - a truly bottom-up approach to addressing global climate change.&quot;</description>
